December 2025 US Visa Bulletin Update: Green Card Progress for Indian EB-5 Applicants


The U.S. Department of State has released the December 2025 Visa Bulletin, showing minimal progress for Indian applicants seeking green cards through family-sponsored or employment-based categories. Most green card processing dates remain the same as in November 2025, with only slight improvements in select categories.

In the family-sponsored categories, all Final Action Dates for Indian applicants remain unchanged. These include F1 (Nov 8, 2016), F2A (Feb 1, 2024), F2B (Dec 1, 2016), F3 (Sept 8, 2011), and F4 (Nov 1, 2006). However, in the Dates for Filing chart, the F2A category moves ahead by one month to Nov 22, 2025, offering a slightly quicker timeline for spouses and minor children of U.S. permanent residents.

The family-based system is divided into preferences such as F1 to F4, depending on the relationship to the U.S. citizen or permanent resident. High demand and per-country limits result in long wait times, especially for countries like India that max out allocations quickly.

In the employment-based categories, Final Action Dates show small advances. EB-1 moves to Mar 15, 2022; EB-2 to May 15, 2013; EB-3 to Sept 22, 2013; and EB-5 unreserved jumps significantly to Jul 1, 2021. All EB-5 set-aside categories for rural, high unemployment, and infrastructure projects remain current, allowing Indian investors faster processing under these segments. Meanwhile, all Dates for Filing across employment categories remain the same.

The Visa Bulletin provides two charts—Final Action Dates and Dates for Filing. These inform when applicants can submit paperwork and when green cards can be issued, depending on priority dates and visa availability under annual quotas.
