Limited Progress for Indians in November Green Card Queue Update


The November 2025 Visa Bulletin shows minimal movement for Indian applicants across both family- and employment-based Green Card categories. Most final action and filing dates remain the same as the previous month, signaling limited visa availability for India and continued backlogs.

In the family-based categories, the F2B preference (unmarried adult children of permanent residents) advanced slightly from November 22, 2016, to December 1, 2016. The F2A (spouses and children of permanent residents) final action date stays at February 1, 2024. Under the “Dates for Filing,” F2A moved forward to October 22, 2025, and F2B to March 8, 2017. Other categories, such as F1, F3, and F4, remain unchanged.

On the employment-based side, the EB-2 category for professionals with advanced degrees saw a minor advancement to April 1, 2013, from January 1, 2013. EB-1, EB-3, and EB-5 categories recorded no movement. The employment-based system continues to face limitations due to high demand from countries like India.

The bulletin explains visa allocation based on preference categories and priority dates. When demand exceeds quota limits, priority dates determine the order of visa issuance. Family-sponsored categories have a total annual cap of 226,000, with per-country limits set at 7%. Applicants should closely monitor the “Final Action Dates” and “Dates for Filing” to plan their Green Card application strategy.
