US lawmakers have called on President Donald Trump to reconsider his proclamation restricting the H-1B visa program, which involves a $100,000 fee for new petitions. They argued the changes would harm the United States’ competitive edge in innovation and negatively affect U.S.-India relations.
Representatives Jimmy Panetta, Ami Bera, Salud Carbajal, and Julie Johnson wrote a letter to Trump expressing concern over the September 19 proclamation titled “Restriction on Entry of Certain Nonimmigrant Workers.” They highlighted the importance of the H-1B program to the U.S. economy, national security, and its strategic relationship with India.
The lawmakers underscored the need for America to continue attracting global talent, especially as countries like China rapidly advance in artificial intelligence and other technologies. They stated that Indian nationals, who make up the majority of H-1B holders, are crucial to U.S. leadership in IT and AI.
They emphasized the H-1B program is not only about filling labor gaps but is key to preserving America’s leadership in high-tech industries. Many U.S. companies were founded or are led by former H-1B holders, who contribute to job creation and technological innovation. Lawmakers stressed that these professionals support local communities and bolster national security.
The delegation urged the suspension of the proclamation and encouraged policies that expand access to H-1B visas rather than limit them to only those who can afford high fees. They concluded that enhancing the program would support America’s innovation ecosystem and strengthen its partnership with democratic allies like India.
