Indian student enrollment in US master’s and doctoral programs declined by 9.5% for the academic year 2024-25, according to the Open Doors 2025 report cited by study abroad consultants. Numbers dropped from 196,567 in 2023-24 to 177,892, due to tighter visa rules, temporary US consulate closures in India, and increased scrutiny of students’ social media activity. Higher visa rejection rates and fewer available slots also contributed to the decline.
Experts say Indian students are increasingly exploring alternative destinations like Canada, Europe, West Asia, and parts of Asia that offer affordable options or shorter, job-oriented programs. The growth in Optional Practical Training (OPT) participation by 47.3% has, however, balanced overall student presence from India in the US. In total, there were 363,019 Indian students in the US in 2024-25, which includes undergraduates, graduate programs, OPT participants, and others.
While F-1 visa issuance for Indian students has declined recently, consultants suggest this drop is a short-term correction after a post-pandemic surge. Students are opting for countries with clearer post-study work policies and better visa processes. Overall Indian enrollment in the US is expected to remain stable with minimal growth for Fall 2026 admissions.
